Default Steelers going back to work?

According to a league source the Steelers are 80-85% of the way to being able to go back to work. Now if this is the case, there won't be much time to get these rookies signed and into camp on time. It seems to me that more than than the normal number of them are going to be cut because of the lack of time for adequate evaluation. You gotta figure the holdout rate is gonna be higher than normal because of the lockout, so maybe the Steelers get a crack at a player they wanted in the draft and can now sign after they are cut.A question I have is this. How can a drafted player be considered part of the players union before he signs? The team only owns his rights until he signs his contract, at which point the team then "owns" the player. So then how come the team can't negotiate with the drafted player for a contract?

As far as I understand, since the NFL owners were the ones who initiated the lock out, they put a freeze on ALL transactions (that means signing/talking to the draft picks).

What the hell does that mean? Is it like" 'We're engaged to be engaged'(original Animal House)","almost pregnant","checks in the mail"?

Well lockout needs to be dealt with before being, OFFICIALLY going back to work! Meaning the lockout needs to be over and done with and fast. So that also, we can see football come the fall. Not just teams back at work.
